DGTR Recommends Five More Years of Anti-Dumping Duty on Chinese Seamless Steel Pipes

India's DGTR has recommended continuing the anti-dumping duty — reported at about USD 268/MT — on seamless steel pipes, tubes and hollow profiles from China for a further five years, following a sunset review. The current duty is set to lapse on 27 January 2027; a CBIC notification would make the continuation binding.

DGTR Recommends Five More Years of Anti-Dumping Duty on Chinese Seamless Steel Pipes

India's trade-remedy authority wants to keep the wall up against cheap Chinese seamless steel pipe. Following a sunset review, the Directorate General of Trade Remedies (DGTR) has recommended that the existing anti-dumping duty on seamless steel pipes, tubes and hollow profiles from China continue for a further five years. The duty has been reported at about USD 268 per metric tonne.

The recommendation matters because the current measure is scheduled to lapse on 27 January 2027. If the Department of Revenue (CBIC) accepts the recommendation and issues a customs notification, importers will continue to pay the duty beyond that date; if it does not, the duty expires. For anyone importing seamless pipe from China — or buying it domestically — this is a signal to plan for continuity, not relief.

What Happened

DGTR conducted a sunset review (initiated in March 2026 at the request of domestic producers) into whether revoking the anti-dumping duty would be likely to lead to a continuation or recurrence of dumping and injury. Its finding: keep the duty. The recommendation reportedly fixes the duty at around USD 268/MT and proposes a five-year term.

As with all trade-remedy cases, the DGTR recommendation is the first step. It is forwarded to the Department of Revenue under the Ministry of Finance, which decides whether to impose the duty through a CBIC customs notification. Until that notification is issued, the continuation is recommended, not law.

Why / Background

The anti-dumping duty on Chinese seamless pipes was first imposed in February 2021 and has been extended since. Domestic manufacturers — reported to include Jindal Saw, Kirloskar Ferrous Industries and Maharashtra Seamless — argued that Chinese material continues to be exported to India at prices that undercut fair value and injure domestic industry.

Seamless pipes and tubes (as opposed to welded) are used in oil and gas, power, boilers, bearings and high-pressure applications. A fixed per-tonne duty — rather than an ad-valorem rate — is DGTR's way of neutralising dumping regardless of how low the invoice price is driven.

Who's Affected

Importers of Chinese seamless pipe: Continued duty means landed cost stays elevated. Budget for the duty to persist past January 2027.

Domestic producers and their customers: Domestic mills benefit from continued protection; domestic buyers face less price competition from imports.

Project buyers and EPC contractors: Those sourcing seamless pipe for oil & gas, power and process projects should factor the duty into procurement from China versus domestic or third-country suppliers.

CHAs and customs brokers: Watch for the operative CBIC notification and apply the correct duty, producer-specific rates and any declaration requirements once issued.

Operational Detail

Seamless tubes and pipes of iron or steel are generally classified under HS 7304. The exact tariff lines, product scope, any exclusions and producer-specific rates will be defined in the CBIC notification if and when it is issued — the DGTR final finding sets out the recommended scope. Because anti-dumping duty is additional to basic customs duty, IGST and any other levies, it should be modelled as a distinct line in landed cost.

Note the duty is country-specific (China). Imports of the same product from other origins are not covered by this measure, though they may be subject to separate investigations.

What Importers and Buyers Should Do Now

  • Assume continuity past 27 January 2027. Plan procurement on the basis that the duty is likely to continue, and treat expiry as the exception rather than the base case.
  • Watch for the CBIC notification. The duty becomes binding only on a Finance Ministry notification — track CBIC releases and confirm the reference number, rate and effective date before filing.
  • Re-check your HS classification and product scope. Confirm whether your specific seamless pipe/tube falls within the measure's scope once the notification defines it.
  • Evaluate alternative sourcing. Compare landed cost of Chinese pipe (with duty) against domestic mills and non-China origins for upcoming projects.
  • Keep manufacturer declarations ready. If the notification provides producer-specific rates, ensure invoices carry the required manufacturer declaration to claim the correct (lower) rate.

The Bigger Picture

This recommendation is part of a visibly stepped-up Indian trade-remedy posture on Chinese metals and chemicals through 2026 — multiple anti-dumping investigations and continuations have targeted steel products, aluminium foil and specialty chemicals. For importers, the strategic read is that protection on Chinese industrial inputs is tightening, not loosening; sourcing strategies built around low-cost Chinese commodity steel carry growing duty risk. Domestic and diversified sourcing deserve a fresh look.

Frequently Asked Questions

Is the duty already in force for five more years? No. DGTR has only recommended continuation. It becomes binding beyond 27 January 2027 only if CBIC issues a customs notification imposing it.

How much is the duty? Reported at about USD 268 per metric tonne. Confirm the exact amount and any producer-specific rates against the DGTR final finding and the eventual CBIC notification.

Which products are covered? Seamless steel pipes, tubes and hollow profiles from China, generally under HS 7304. The precise scope and exclusions are defined in the official documents.

Does this affect pipe from countries other than China? No. This measure is specific to imports from China.

Conclusion

DGTR's recommendation points to another five years of anti-dumping duty on Chinese seamless pipe. Importers should plan for the duty to continue past January 2027 and watch closely for the confirming CBIC notification before adjusting any filings.

This article is for general guidance and reports a DGTR recommendation, not a final binding measure. Verify the product scope, duty amount and status against the DGTR final finding (dgtr.gov.in) and any CBIC customs notification before acting.
