US CBP Pushes Mandatory "Entry Type 13" for International Mail to 20 January 2027 — India's Postal and E-Commerce Exporters Get a Short Reprieve

US CBP has extended the mandatory start of its "Entry Type 13" electronic informal-entry process for international mail from 22 Oct 2026 to 20 Jan 2027 — a 90-day reprieve. The $800 de minimis suspension and duties on postal parcels still stand; only the ACE filing deadline moves.

US CBP Pushes Mandatory "Entry Type 13" for International Mail to 20 January 2027 — India's Postal and E-Commerce Exporters Get a Short Reprieve

US Customs and Border Protection (CBP) has given exporters and carriers a little more breathing room on one of the biggest changes hitting low-value shipments to the United States. In mid-October 2026, CBP extended the mandatory compliance date for its new electronic informal-entry process for international mail — known as Entry Type 13 — from 22 October 2026 to 20 January 2027, a roughly 90-day extension. Nothing else about the underlying regime changes: the suspension of the $800 de minimis exemption and the duties now payable on postal parcels remain in force. Only the deadline to file mail entries electronically in CBP's Automated Commercial Environment (ACE) has moved.

For Indian sellers who ship to US buyers through India Post and other postal channels — and for the forwarders and consolidators who handle those flows — this is a planning window, not a reprieve from the rules themselves.

What Happened

CBP announced that the date on which Entry Type 13 filing becomes mandatory for international mail shipments is extended to 20 January 2027. The agency said the extra time is meant to let "importers, brokers, and logistics providers" finish updating their systems and processes.

Entry Type 13 is the new electronic "informal entry" lane created for merchandise valued at $2,500 or less arriving through the international postal network. Once mandatory, postal shipments that are subject to additional US duties — for example under Section 201, Section 232 or Section 301 trade actions — or that fall under the jurisdiction of a US Partner Government Agency (PGA), must be filed electronically in ACE as an Entry Type 13. Shipments that do not go through this process would instead require a formal customs entry.

Crucially, the extension does not restore duty-free treatment. The June 2026 interim final rule that indefinitely suspended the de minimis duty-free exemption for postal (mail) shipments of $800 or less still applies. Duties continue to be assessed on these parcels; what moved is only the date by which the new electronic entry mechanics become compulsory.

Why This Matters / Background

For years, parcels valued under $800 could enter the United States duty-free under Section 321 "de minimis." That exemption was first removed for commercial/express modes and then, from mid-2026, suspended for the postal network as well. The postal channel had been the last low-friction route for small Indian D2C brands, marketplace sellers and artisans mailing one-off and small-batch orders to US consumers.

With de minimis gone and a formal entry/duty framework replacing it, CBP needed a practical way to collect duties and data on a very high volume of small postal items. Entry Type 13 is that mechanism. The original timeline would have made it mandatory from 22 October 2026; the extension to 20 January 2027 acknowledges that postal operators, brokers and technology providers were not all ready to file at scale.

Who's Affected

  • Indian e-commerce and D2C exporters shipping low-value goods to US consumers by post.
  • Freight forwarders, consolidators and customs brokers who will file Entry Type 13 entries on behalf of shippers.
  • Logistics and postal intermediaries that need ACE connectivity and data-capture at the parcel level.
  • Sellers of goods that attract Section 232/301 or PGA requirements (for example certain metals, electronics, and regulated consumer products), who face the most complexity because those parcels specifically require electronic entry once the rule bites.

What the New Timeline Actually Means

Until 20 January 2027, the pre-existing handling of mail shipments can continue while the new process runs in a voluntary/transition mode. From that date, electronic Entry Type 13 filing becomes the required path for in-scope postal shipments. The duty exposure, however, exists now — exporters and their US buyers should already be pricing in applicable duties rather than assuming any parcel slips through duty-free.

What Exporters, Forwarders and CHAs Should Do Now

  • Confirm your US clearance path. Ask your carrier/postal operator and US broker whether your parcels will be filed as Entry Type 13, and whether they are ready to do so in ACE.
  • Capture clean data at source. Ensure every parcel has an accurate description, HS classification, value and consignee details — electronic entry is only as good as the data fed into it.
  • Re-check landed cost. Build applicable US duties into your pricing and Incoterms now; do not quote US customers on a duty-free basis.
  • Map duty-sensitive SKUs. Flag any products potentially subject to Section 232/301 or US agency requirements, as these face the strictest electronic-entry treatment.
  • Use the window to switch models if needed. Evaluate whether a bonded/commercial express entry, a US-based 3PL/returns hub, or DDP arrangements serve you better than mail for recurring US orders.
  • Watch for the next CBP notice. The date moved once; confirm the 20 January 2027 date closer to the time and monitor CBP CSMS messages.

The Bigger Picture

The end of US de minimis, the EU's removal of its €150 duty-free threshold, and tighter low-value-parcel controls in multiple markets all point the same way: the era of frictionless, duty-free micro-exports is closing. For Indian exporters, competitiveness in cross-border e-commerce now depends less on squeezing under a threshold and more on clean customs data, efficient consolidation, and a clear landed-cost proposition to the overseas buyer. The CBP extension buys time to get those fundamentals right — it does not reverse the direction of travel.

Frequently Asked Questions

Does this mean my parcels are duty-free again until January 2027? No. The $800 de minimis exemption for postal shipments remains suspended. Duties still apply. Only the deadline for mandatory electronic Entry Type 13 filing has moved.

What is Entry Type 13? It is CBP's electronic informal-entry type for international mail shipments valued at $2,500 or less, filed in the ACE system. It becomes mandatory for in-scope mail from 20 January 2027.

Who files the Entry Type 13 — me or my carrier? Typically your US customs broker, carrier or postal intermediary files it. As the exporter, your job is to supply accurate shipment data and confirm your partner is ready.

Which shipments are most affected? Postal parcels carrying goods subject to Section 201/232/301 duties or to a US Partner Government Agency's requirements specifically require electronic entry once the rule is mandatory.

Could the date change again? It has already been extended once. Treat 20 January 2027 as the current date and monitor CBP announcements for any further change.

Conclusion

The 90-day push to 20 January 2027 is a logistics-readiness reprieve, not a policy reversal. Indian postal and e-commerce exporters should use the window to lock down accurate parcel-level data, confirm that their carriers and brokers can file Entry Type 13, and price US duties into every order. The low-value-parcel regime into the United States is now a duty-paying, data-driven one — and it is here to stay.

This is an operational summary for planning only. Confirm the current compliance date and requirements against official US Customs and Border Protection (CBP) notices (CSMS messages and the Federal Register) before acting.
